School Management System
The School Management System (SMS) is an integrated e-Government electronic information management and process automation system (Turnkey e-Government Solution), which is in the first stages of planning and design for development. The SMS is intended to provide all stakeholders (School Units, School Unit Management, District Education Offices, Directorate and MoECSY , Educational Service Commission, the Pedagogical Institute, OELMEK, OLTEK, POED, Teachers, Parents and Pupils), improved service quality as regards the processing of administrative tasks and/or expediting procedures and the MOEC's response time to any demands of the above entities.

Currently, the Business Requirement Document (BRD) has been prepared. The BRD is an explanation of the business needs of the IT system at a high level and describes all the necessary areas that will be covered. The contractor consultant for the preparation of the BRD was the Cyprus University of Technology (TEPAK) in cooperation with the Greek private company Gnomon Informatics S.A.

The inaugural meeting for the preparation of the BRD took place on 14/11/2016. On 19/05/2017 the Final Report of the BRD was presented. The formal completion of the contract for the writing of the BRD between TEPAK and the EU Structural Reform Support Service (SRSS) took place on 24/06/2017 with the acceptance of all deliverables by the Reception Committee appointed by the Permanent Secretary of the MoECSY for this contract.

In order to be able to implement and complete the SMS project it had to be approved by the e-Government Council. The approval was given on 24/07/2017 during the 8th Session of the e-Government Council, where the MoECSY presented the project and requested the approval so that it can be implemented.

In order for the Project to be co-funded by the European Funds and the General Provisions of DGEP CD, it was decided to approve a study by an Implementation Consultant. It is therefore expected that upon completion of the study by the Consultant and the preparation of the tender documents, the Project will be re-submitted to the e-Government Council with a detailed timetable and cost for its final approval.

In September 2017 the SMS team and the European Funds Management Unit undertook the preparation of the Terms for Purchasing Implementation Consultant Services to meet the needs of the co-funded SMS project.

The Project Consultant assumed duties on 25/06/2018 and the contracting company is KPMG (Contract EFMU 09/17). At this stage of the project Deliverable 5 (Project Fiche) is being received so that approval by the eGovernment Council will be obtained. The approval is expected in October 2019.
